Description

The Fort Custer Post Cemetery Dump Site (Site) is a Formerly Used Defense Site located at the Fort Custer Veterans Affairs Area in Augusta, Kalamazoo County, Michigan. The site consists of approximately 10 acres of mostly forest and wetland. According to the available information, dumping activities began in the early to mid-1940s and continued through 1967. The dump area was abandoned and overgrown with vegetation after Fort Custer was shut down in 1968. No unacceptable risks to human health and ecological receptors were identified for surface soil/waste, sediment/waste, surface water, and groundwater outside the waste limits. A low level threat exists from buried waste and potential exposures from migration of chemicals of potential concern in subsurface soil/waste, groundwater/leachate within the limits of the waste, and potential exposures to asbestos-containing material. Because of the low-level threat posed by the buried municipal-type waste, remedial action is warranted.

Purpose

The virtual public meeting will replace an in-person meeting by using phone and internet to communicate the information to and collect comments from the public while ensuring public safety. The virtual public meeting is being conducted to present the preferred remedial alternative to address the low level threat from buried municipal-type waste, and potential exposures from migration of chemicals of potential concern in subsurface soil/waste, groundwater/leachate, and asbestos-containing material. The preferred remedy consists of land use controls to limit access and disturbance of the site. Long-term monitoring will consist of periodic inspections and groundwater monitoring to ensure the remedy remains protective.

Comments on the Proposed Plan can be submitted during the public comment period, which runs from July 15, 2020 to Aug. 16, 2020. USACE, in coordination with the Michigan Department of Environment, Great Lakes, and Energy, will finalize the plan after reviewing all comments received during the public comment period. The Proposed Plan may be modified based on new information and/or public comments. Community involvement is critical, and the public is encouraged to review and comment on the Proposed Plan.
